In July 2004, the State Board of Education required every local school board in the state to adopt a policy prohibiting bullying and harassment. At the time, the board rejected a proposal to list specific characteristics of potential victims because it wanted the policy to prohibit “bullying, harassment and discrimination of any kind to any child in any school environment.”
State Board Chairman Howard Lee reiterated this position when he told The N&O that listing characteristics in a “Bullying Bill” being considered in the General Assembly was unnecessary. “Bullying is bullying,” Lee said. “I don’t care who it’s against and under what circumstances.” Read more of this letter to the editor
