Dear Friend of the Christian Action League,

HB-1366 School Violence Prevention Act, sponsored by Rep. Rick Glazier (D-Cumberland), who has been honored by at least one statewide LGBT (Lesbian, Gay, Bisexual and Transgender/Transexual) organization, would require public schools to adopt policies prohibiting bullying motivated by a variety of characteristics including “gender identity or expression” and “sexual orientation.”

The bill was passed by the House last year, but the Senate wisely removed the list of enumerations such as “race, color, religion, ancestry, national origin, gender, gender identity or expression, physical appearance, sexual orientation, or mental, physical, or sensory disability.” The Senate concluded that no enumerations were needed to effectively protect all of the state’s children. Bullying should be prohibited for any reason.

The revised bill then went back to the House and landed in the House Judiciary I Committee, which took the bill up last week recommending that the House reject the Senate’s version of the bill, which it did by a 60-56 margin.

The bill will now be sent to a Conference Committee, where Glazier has vowed to work diligently to put the pro-homosexual language back in the measure. The best that we can hope to do at this point to stop this legislation is to convince Senate members to hold the line and refuse to approve any anti-bullying bill with the objectionable language of “gender identity or expression” and “sexual orientation” in it.

The evil of this legislation is that it elevates “sexual orientation” and “gender identity or expression” on the same levels with race, color, ancestry, national origin, gender, physical appearance, mental, physical, or sensory disability,” which clearly are immutable or unchangeable characteristics. Homosexuality, bisexuality and transgender are not immutable or unchangeable. But approval of this legislation would be a societal affirmation to that end. Moreover, it would also elevate a sexual perversion on the same level with the sacred – religion – which generally speaking defines homosexuality as sinful. What better way to negate the two strongest voices of criticism against homosexuality in society – elevate an individual’s sexual preference to the same level as immutable characteristics and religion and by statute say it deserves the same recognition and protections.

If this legislation should pass it would essentially require North Carolina public schools to teach these behaviors are normal and perfectly acceptable. The premise for this contention would be the law itself.

Certainly, every conscientious Christian is opposed to bullying persons in all circumstances. This is why Christians should support the Senate’s version of the bill, which includes no enumerations, and actually provides the best protection for all. It would prohibit bullying for any reason.

This why I beseech you, for righteousness sake, to respond in the suggested manner below. Without, your help; I fear that we may indeed lose this fight. Please forward this correspondence to all your friends who are sympathetic with family values.
